In June 1667, a Dutch fleet sailed up the Thames estuary, broke through England's defensive chain at Chatham, burned several warships, and towed away the Royal Charles - the English flagship - as a trophy. It was the greatest naval humiliation in English history. The response was Samuel Pepys's overhaul of naval administration, which transformed the Royal Navy into the professional force that would dominate the eighteenth century.
